Here is a spreadsheet of all GSUSA councils and whether they offer Council’s Own badges, patch programs, or other helpful resources.
The list is organized alphabetically by the state of each council’s headquarters. You can sort by headquarters state, council name, or council abbreviation to find what you need quickly

Reminder! If a Council crosses state lines, it is only listed under state the council headquarters is located. Many councils cross state lines. Find your own council on GSUSA’s official page.
The December 2025 Council Resource list is now available, complete with a second tab of raw cookie data for our fellow data lovers. Because curiosity got the best of us, and we also started collecting cookie data while we were on every council’s site. Which baker? What price per package? Sale dates? Troop proceeds? Let’s just say… finding that info was a headache.
Many councils don’t list prices at all, and proceeds are often buried in “How the cookie crumbled” graphics. It’s grouped with the cost of rewards so not a true number. We even had to use the GSUSA cookie finder using the council headquarter zip code and do the math to find the sale date start when no dates were listed online. Every council has at least a start date of the 2026 sale. But many times “unknown” is all we could put for cookie price or base troop proceeds.
Patch Programs vs. Council’s Owns
Girl Scout Councils all over the USA have their own badges not available in other Councils. Any Girl Scout, even outside of that council, can earn these badges. They are typically called Council’s Own or Patch Programs.
1- Patch Programs: These are badges that have requirements to earn, but do not look like an official GSUSA badge and are technically supposed to be put on the back of the uniform.
2 – Council’s Own: Some Patch Programs are called Council’s Own, but the term Council’s Own came from long ago when Councils made their own official GSUSA badges. True Council’s Own badges will look like an official badge. These are supposed to be worn on the front of the uniform – but be aware that they might be slightly off in dimensions from standard GSUSA badges.
Council’s Own and Patch Programs can only be purchased through the council stores, not GSUSA Online. Some are available to purchase on GSUSA online but will not ship with the normal GSUSA badges and items. The Council will have to ship these separately. Others are not available unless ordered directly through the council that offers them.
Rule of thumb: If the badge is same shape and size as the official level badges, it’s official and can go on the front. If it’s not, it’s a program patch and goes on the back of the vest/apron/sash, even if you had to fulfill requirements to get it.

Some International Girl Scout Councils also have patch programs for those visiting their area.
In 2022, a lovely lady named Kate created a spreadsheet with a fairly comprehensive list of current council Patch Programs that can be accessed on Google Drive. Many of the programs are no longer in service, but it gives a very good start if you are trying to find a specific topic amongst all the councils.
