Historical and Notable Figures
Some badge requirements require learning about different historical or notable figures. Several of those require a “local” figure. We’ve created several different lists sorted by state so scouts can have choices of “local” figures that are from their state.

GSUSA Freedom & Flexibility
GSUSA empowers Girl Scouts and troop leaders to shape their own experience, provided safety guidelines are followed.
Program Flexibility
- Troops are not required to follow any specific badge, award, or curriculum (such as STEM or Leadership pathways).
- Girl Scouts can choose which badges to earn, or earn none at all.
- When there isn’t an official badge for an activity, you can use a Fun Patch. Girl Scouts are welcome to place any patch on the back of their uniform.*
- Many troop activities do not connect to official badgework, and that’s okay.
Badges, Patches, and Uniforms
- Scouts may earn badges without purchasing the physical badge.
- Fun Patches (worn on the back of the uniform) can be collected for any reason, from any vendor.*
- Wearing a uniform is typically only required for formal events and product programs, but rules vary by council.
- Some councils require a uniform for cookie booths and door-to-door sales.
- Others allow a Girl Scout T-shirt or insignia pin as sufficient.
Troop Customization
- Troops can tailor their approach based on the needs and interests of the girls involved.
- The flexibility is a strength, but also a challenge. It can be hard to find a troop that fits your goals.
- Starting a new troop may be the best way to build the experience you want, but does require commitment.
*Fun patches should reflect the spirit and values of Girl Scouting. Avoid designs with inappropriate language, imagery, or themes that conflict with the Girl Scout Promise and Law.
GSUSA offers wide freedom of choice. Always check with your local council for specific policies and expectations. Make intentional decisions, follow safety protocols, and enjoy the journey.
