Basic Meeting Plans are designed to have minimal supplies and still hit the GSUSA Requirements.

Meeting Outline
Items Needed:
- Your Troop’s Cookie Money Goal Choices
- (Optional) Sample Goal Ideas for GSUSA by The Badge Archive
- Pen and Paper for leader to write down ideas
- (Optional) Plain paper for each scout
- (Optional) Coloring tools
- Order cards
- Cookie packages or pictures of cookie packages
- Play money
- (Optional) Print and cut out enough $1 and $5 fake money from the Pretend Shopping (at DS Brownie Girl Scouts) file for each small group
- (Optional) Table or floor space to display cookies
- Precut enough Finger Puppets for each youth to have 2 characters.
- VTK Finger Puppet Cutouts (by GSUSA)
- Precut and assemble a Finger Puppet Booth Stand for each youth pair or small group to have one.
- Glue or tape.

Meeting Start
Always plan for 5-10 minutes to allow scouts to arrive and your troop’s opening routines.

Quick Goal Discussion – Youths share ideas for how to use cookie money, vote on favorites, and learn about personal goals.
Activity 2 – Step 1

Basic Cookie Sale – Youths explore Girl Scout Cookie types and prices, then practice buying cookies using play money.
Activity 3 – Step 3
(Requirement 3 Earned)
Time Expected*:
20 minutes
Finger Puppet Customer Practice – Youths use finger puppets and a mini cookie booth to practice selling Girl Scout Cookies.
If you have extra time: Scouts can keep playing with their Finger Puppets until it’s time to go home.
Meeting End
Always plan for 5-10 minutes for clean up and Closing Routines

General Notes
- The Basic Plans from The Badge Archive are designed to earn one official GSUSA badge per level per meeting to remain budget-friendly.
- Some badges require two meetings to complete. This allows scouts to fully enjoy the activities while keeping costs low by only needing one GSUSA badge for every two meetings.
- For troops that wish to give scouts a badge or patch for every meeting, a fun patch can be awarded during one of the two sessions. Scouts attending only one meeting can earn the fun patch, while those attending both will receive both the fun patch and the GSUSA badge.

- The time estimates provided by The Badge Archive are based on the writer’s personal experience and are meant as a guideline.
- Daisy level meetings are planned for a 60 or 90 minute time frame. Troops may take more or less time depending on their scouts’ abilities and interests. Plan your meetings accordingly to suit your troop’s unique needs.
