GSUSA Program through the years:



From Handbooks to Binders and Booklets
From the start of 1912, there was always a printed handbook. In 2011, GSUSA switched to a binder with individual badge pamphlets or booklets. There was an official handbook included in the binder with minimal information on the Girl Scout program and any award pins girls could earn in that level.
In the new 2011 program were 7 legacy badges, 2 cookie business badges, and 2 financial badges included in the original binder of every level, except Daisies (who had the petals instead of legacy badges) and Cadettes (who have 3 cookie business and financial badges instead of 2).
In 2021, GSUSA stopped making the binders and started selling the 7 legacy badges as individual booklets as well as the small handbook for each level. The binders are still sold where there is leftover stock, but new ones were no longer made.
GSUSA retired the Flower Friends program to earn the Daisy Petals and released a new Handbook with new petal requirements in 2022.
